Location of Comments and Titles

Hey everyone!

I have two coding questions. First, right now on individual blog posts, the date is above the title. I’d love for the title to go above date. Second, I’d love to add a “comment” button or comment link at the top of my blog post under the date (right not it is just at the bottom). That way people don’t have to scroll all the way to the bottom to comment but could push comments at the top which would lead them to the comment section. Any help would be appreciated! Thanks ??
