localized time format (24 hours)

I appreciate that the date format is localized in the input form. It seams that this is achieved with the load of jquery-datepick-locale.js (locale=fr in my case).

However, the time format is in the AM/PM mode, and not localized to 24 hours format, since jquery-timeentry-xx.js is not loaded.

Could you please fix this ? Thanks.
