localization not working on most of the plugin

it translates just a little.
but anything that can be set, in the settings. these wont localize.
I’ve also tried to add Chinese into the text places of settings, after saving and refreshing the page, they turn into “??????”
Anything else on my site, works of I type Chinese.
The sites language is set to Chinese.
I’ve tried to go into edit the php page of the plugin. the result of the changes, turn into “????”Why?
