Localhost login redirect / max execution time exceded

I have an install of my site online. I downloaded it via Backupbuddy and tried to install locally via Xampp and the importbuddy. The page loads at localhost. However when I goto localhost/wp-admin and then try and login it does not “take” my password. It just reloads the login page. If I put in a password I know is wrong it does error, so the fact that it reloads without error seems to be an indication I have correct user/password combo and I tried several accounts all with same behavior. Interestingly I decided to reboot my machine and when I got back and tried to reload the wp-admin page, it had a execution time exceeded error pointing to different php files and the page came back after I refreshed a few times. Windows 7 64 bit.

except ones that did not apply….I see these warnings in the Xampp:

11:39:40 PM [mysql] Possible problem detected: Port 3306 in use by “mysqld.exe”!could the above indicate a duplicate service running somehow?
