localhost 127.0.0.1 problem

    I tried to follow the instructions given at ampps.com and when I tried to go to AMPPS Home I got the error:

    This webpage is not available (referring to localhost/ampps)

    and then:

    Google Chrome’s connection attempt to localhost was rejected. The website may be down, or your network may not be properly configured.

    How do I configure the host? (I’m using a wireless network and Win8.1)
    I tried to use IE and I got the same result.
