Local installation- pros and cons?

Hi there, I’m new to WordPress.
I don’t have access yet to the web server that I’m developing for (I’m sorta in the prototyping stage) and want to get started locally on my own machine. So I have a few questions:
1. Are there drawbacks to developing locally? (ie. Should I switch to the real server as soon as possible?)
2. Is it easy to migrate a site developed locally to a web server with WordPress installed?
3. Currently the real server still has the old website up. (When I get access..) will I be able to develop the WordPress page in parallel and then ‘switch it on’ to the public later?Thanks in advance,
Ann ??PS. Background: I’m an old fashioned software developer (C, Java, etc.); I haven’t done any web development before but agreed to help a charity create a basic website. I developed an ok page in html/css but their marketing bod now wants something done in WordPress: I’m up for the challenge ??
