Local installation problems after xampp upgrade

After a catastrophic crash I had to upgrade to Windows 7 and found my local xampp setup no longer worked. So I have had to upgrade to the latest version of xampp as well.
I now have the following problem :
I get this text at the top of the page : “query_vars as $k=>$v) if ($v) $wp_received_argument = true; if ($wp_received_argument) require(TEMPLATEPATH . “/index.php”); else { wp_redirect($homepage); exit(); }*/ ?> ” and then a whole lot of symbols that load after the page (in both the body of the blog and the sidebar). Scripts (registered in functions.php) are no longer available.
I’ve tried a completely new xampp install and patching the old one with new apache and mysql (which is what is necessary for xampp to work).
I would welcome any suggestions as to what may be wrong and what to do.
