Local HTML5 Video not Playing

I’m having the hardest time playing local HTML5 videos from my server (Windows server 2008). Player plugins will play external videos just fine, but when I upload content using the media uploader, the videos will not load. The .mp4 files are under 3mb and were encoded at a low bit rate. Originally, the upload limit was set to 2mb, and I was able to raise the limit by editing the php.ini file. Once I was able to actually upload the videos, they still will not play.

The site (equian.com) was created using the bones theme. I did not create the site, so I’m not very familiar with how it was set up. However, it seems as if there is something preventing the use of local video files. I’m not too familiar with js, php, or the like, so I’m not sure what I should be looking for to correct this issue.
