Local host admin menu

The admin menu doesn’t show up when I install the plugin on a local host (using XAMPP).
I noticed that it still worked in version 1.0.3, but doesn’t from 1.0.4 and up.
I think it might have something to do with the code after “Enqueue plugin files” in index.php
