loading login page is slow, as are the rest

Hi,

I have been experiencing an enormous slowdown when trying to do anything that connects to WordPress servers, from loading the initial login page, to saving pages/posts, to enabling/disabling plugins, etc. Loading the Blog page of my website is also painfully slow. When trying to get to login screen and/or once I’m there and input username and password, both screens will spin as if working, then just stop, with a blank page and the desired URL in the address line. . . no error screen, just blank, like I never hit <enter>, except I was getting the clockwise blue swirl in the tab (firefox, but this happens in Chrome and safari as well).

I have moved to 2015 theme, I have disabled all plugins, I have gone thru advanced tech support with my host and with my data plan folks. This is happening with my Time Warner connection at home as well as with my Verizon jetpack hotspot.

Verizon & Time Warner blame GoDaddy, GoDaddy blames either Verizon or WordPress or Time Warner, I am pulling my hair out trying to fix this. I did upgrade to Managed WordPress hosting plan with no improvement.
