LMS timeframe implementation

I been working on an LMS website. I have a very specific requirement where the students can access the classes on a weekly basis. meaning someone who registers today should only see chapter 1 this week, chapter 2 next week. like that. And someone who registers a month later should start from week 1 at that point. Any idea on how to implement this system?
