Little help with duplicating Tag Cloud UI

Using the default Tag Cloud, I get a UI that I like, colored backgrounds and the ability to list many tags horizontally (1st attached).

I would like this exact code/UI but for category. I’ve tried all the plugins and none will do this exact UI. The default Category does similar but it is full width. (2nd attached).

Any guidance or help? Thanks a lot.
