    oh yes, excellent observation

    it was hard-coded in code as :

    return date('m/d/Y H:i:s', $seconds_or_timestamp + LITESPEED_TIME_OFFSET);

    to mm/dd/yyyy format

    will put a to-do task for our dev to improve it
