    Does setting Default Public Cache TTL to 28800(8 hours) expire the cache?

    After the cache expires can I run the crawler?

    Would running the crawler right after the cache expires re-cache all my pages, post, categories and tags?

    the cache will expire after reach its TTL

    you can run crawler even before cache expired

    yes, once crawler finishes
