Links: understanding priorities

We’ve installed the plugin and configured about 40 links, like this:
mentor,mentoring,https://www.site.com/marriage-mentoring/Questions
— Does the plugin ‘select’ keywords from my list sequentially from top to bottom? Or in random order?
— I noticed sometimes the plugin ‘chooses’ keywords and skips keywords in my list. Is this accurate? If this is true, is it possible use the keywords on my list BEFORE creating new links?
By the way, love the plugin.
