Links are cut in New user / Set password link

I found that you use a smart filter (clean_retrieve_password) to strip the < and > around links to make them work in reset password mails when sent as HTML ( related is #23578 ).

Since 4.3 the same link cutting occurs in the new user / set password mails.

It might be a good idea to apply your regex on all mail content (and make it clickable via make_cklickable())…?
