Link URL with heading ID not working

Hi Guys
I found an issue and would like to know how to resolve it.
PROBLEM:
I want to link an item on the front page to a heading with a ID, so that it goes to the URL and then views the heading in the window frame.The URL i set is https://localhost/mdc/services#data_cleansing which is correct.
The URL wordpress gives me is https://localhost/mdc/services/#data_cleansing so then it doesnt work because it adds the / before the ID.
Can anyone help with this?
PS. I forgot to add i am using POSTNAME permalinks.
