Link submission in a category

  • Hi

    I would like to allow to the visitors to add their link in a specific category of link.(/wp-admin/link-manager.php)
    How can I do to set up this function without the visitors use the admin panel?

    To give you an idea:
    Each week, I propose a subject for a photo challenge. The visitors submit a link in direction their photograph. Like this one:
    https://namastebysc.free.fr/b/index.php?showimage=232
    The links submited appear automaticly in the sidebar.
    One week after, the visitors can vote for the best photograph of this challenge.

    Also, I need any idea to set up the vote system and managing the vote by link.
    And I would like to open the link in a linkviewer with a fix colunm or in a new windows.But i prefer the first choice. like this exemple:

    Could you help me for this project?
    Do you know some plugins?

    I found a plugin very interesting: comment plugger

    It allows to post in the rightsidebar, the name and the link of the people who wrote a comment.
    I think that I will use the comment system for the submit link system.
    But, how to modify the comments system? I would like to remove the fields Write a comment and email adress.
    These two fields are obligatory for the moment.
    And I would like to replace the Word “comment” by “submit your photolink” in the post.
    Do you have any idea?
