link is https, but http desired

The option to “Always serve files over https (SSL)” is unchecked, but the link for an uploaded file is https anyway. Am I misunderstanding the intent of this option, is there another way to ensure an http link, and/or do I need to just manually change the link?
Or perhaps is a bug.
