What requirement? I checked the page source on this theme and found that link embedded in there and was wondering why it is there.

Before we use this theme I wanted to make sure that it does not contain any unnecessary links to other sites.

That is telling the browser that your site supports XFN.

And yes, it is safe to remove it, although it doesn’t hurt to leave it.
