Link home page image to row title or image in another page

I’ve created a Home page that features images with links (using the maxbuttons plugin) to a Services page. The Services page is comprised of 5 rows. Each row has a Title and uses a visual editor widget. Each widget has an image with text relative to a particular service the business offers. How can the links relative to the featured images on the Home page be linked to a specific service (either the row title or image) on the Services page? After researching, I understand that it is either an anchor, a jump link, or a custom rel tag but I’m unclear on how to make this happen.
