Link from drop-down sub menu?

Hi, is there any way to have the plugin work to link to page anchors on pages other than the actual page the anchors are on? It scrolls to the anchor points only when the page they’re on is open, not from other pages. Put another way: Is the plugin able to send to an anchor on a different page from a sub-menu link item?? Does that make sense? Thanks.
