Link exchange placement

Hello Bloggers,
I will go straight to the point in question.Here we are; which is the
best part of the blog to place exchange links with other websites and blogs.I had set up a page for link exchange only but they don’t appear after pasting.May be you can go to https://bloggingmillionare.com clink on links [header section] and see what i mean when i say they don’t appear. Kindly suggest how i should do it.
