link category title to anchor on post on category page

I have a sidebar plugin that shows post titles from a specific category. I would like to have those titles link to an anchor tag on the category page template I made, not to the post on a single page.

Any ideas how to do this? I have the permalinks_anchor(‘title’) tag going on each title of the post page (I put this on the category specific template).

Any help or direction would much appreciated!
