Limits on users export?

Hi,
I have got 25,000 users to export. When I clicked export, it went to a blank page. Is there a limit on export? I have tried to increase php memory using “define( ‘WP_MEMORY_LIMIT’, ‘256M’ );”, it did not help. BTW, I just need to export user names and emails. Will this help?
