Limit to the amount of redirects?

I am trying to add redirects and have about 214 of them. They are being added in the plug-in but when I test them , they are not working. Is there a limit of how many you can add before it will stop adding them in the database? This is a multiuser site if that makes a difference. I tried adding a php.ini file with max input vars to 6000 to the wp-admin folder see if that would help but it did not.
