limit tickets per user | create tickets bundle

hi
is it possible to create an addon to limit tickets or assign some bundle per user,
for example customers only able to open 10 or 20 tickets per month.
or they buy tickets as an extra product, like 100 tickets, and only 10 they can open per month?
