Limit tags

Is there a way to limit or restrict the tags to a set pre-defined list? I have a blog that allows contributors to post but sometimes they put in random off the wall tags and I don’t want to clutter my my site and risk my SEO for duplicate, misspelled, and strange tags. I’d like to restrict it to a list of 10-20 tags that I’ve set somewhere myself. Thanks.
