Limit FAQs to 0 doesn't work

Since the feature for using parent categories / sub-categories doesn’t seem to work, I’m trying to find a different way to limit the amount of info on the faq home page. I want to just show the categories and not any questions underneath, but when I try to limit the faqs to 0, it doesn’t work.
