Limit Author role to DRAFT or PENDING REVIEW

    There is a contributor role especially for this case. You may add ‘upload_files’ capability to it in order them can add media items.

    Or revoke ‘publish_posts’, ‘edit_published_posts’ capabilities from the role your assign to your Authors.
