Limit all the forms to be filled once.

The contents (and forms) of the site are for members only, and i would like to limit ALL forms to be filled once.
I saw here ( https://cfdbplugin.com/?page_id=904 ) some probably useful code, but i’m not that code jedi..
Some good samaritan could help me?
