    Hi seaus,

    The free version only supports country zones.

    The Table Rate Shipping Plus version additionally supports state-level zones.

    If you add your 11 zones as custom states, these will appear in the Plus plugin and you can create zones based on them.

    Please see this page for examples of adding custom states to WooCommerce.
