Let Authors create a page or turn a post into a page?

Is it possible to let authors create a page without promoting them to a rank where they can delete others pages and posts? All Editors and Administrators have a staff page under the About page, but we want all our staff to do so.

Is there a plugin or an option to allow this functionality?

The reason why we want the author to create their own page, is because all of our pages and posts have an About The Author slapped on the bottom of it and posted by ‘name’. And we want it to match up.
