i wish someone would answer this. it’s driving me insane not being able to find out such a simple request.

No one can answer it for you because no one knows what theme you are working with, nor can they view your site (if it is public) without a link from you.

i’m using the Atahualpa theme but i was informed it’s not a theme issue…

i simply want to remove “You can use these HTML tags” because i’m using the nice little MCEComments plugin.

In the themes options page, select Comments > style & configure COMMENTS.

Then scroll to the bottom of the page, and find this:

“Show XHTML tags?” [yes/no] “Show the “You can use these HTML tags” info above the comment form?”

And change the option to “no” and save the change at the bottom of the page.
