Yes, It is possible to change lead owner.

Step : Goto Setting -> Please check option for Assign to User

This is for Zoho Form.
By using Contact form 7 there are not any settings to change the User.

Another good way is using Assignemt Rules, if Lead-Source is Web X and Region is X, than Rep X
