Layered Homepage

I need to build a site for a customer who wants a Homepage with slider in the back of some of the content(one top icon bar with 5 icons, three large panels in the middle of the page, and another icon bar with 5 icons at the bottom). I told the customer that it is too conflicting and busy looking, and beside that, there is nowhere for the slider to show up because all of the page is already being used by the content that I put in the page. Is there a plug in that can help?
