launch popup through /#hash

Is there a way to launch the popup modal through a hash?
Say I wanted to send people to https://www.example.com/#modal – and have it immediately open the modal. How would that be possible?

I guess you could try using the Popup Permalink found in the Popup Editor, not sure how that will perform for you though, plus it’s not really made for that.
You best bet: you could make a special page for each poup and use Conditions to load your popups only on those special pages made for those popups.
Edit: Maybe I misunderstood – perhaps you’re looking for our Advanced Targeting Condition URL Conditions? This is part of our Advanced Targeting Conditions Extension.
