Latest update – Fatal error with includes txt file

WP 6.1.1-en_AU (the Australian translation version)

Woo 7.3.0

This error occurs when updating from Woocommerce 7.3.0 to 7.4.0.

[15-Feb-2023 00:05:59 UTC] PHP Fatal error: Uncaught Error: Call to undefined function trailingslashit() in /home/xxxxxx/public_html/wp-includes/class-wp-textdomain-registry.php:103

This throws my website into critical error. The only way to get my website back is to download the WP 6.1.1 WordPress and upload the wp-includes folder.
I have been able to reproduce this so now I can’t update to Woocommerce 7.4.0.
I’ve had similar errors on Australian translation websites that did not have Woocommerce on it and I could solve that by going back to PHP7.4 updating and then going back to PHP 8.1.
This website was already on PHP 7.4.

Any idea what could be causing this issue?
