Language selector – before enything else

Could I configure your plugin so it asks a visitor to choose a language first and then that user is provided with the content of the page. I’m trying to set up a web primariliy for mobile devices users (a user is going to scan a QR code next to the exibit in the museum exibition) and after that that user could get more information about that exibit, but I would like that a potential user is asked about the language first.
