Language pack not working.

Hello!
I’ve an blog running for a while and now I’m trying to install a pt_BR language pack on it. I’ve did it 100 times before, but this time is simply don’t work.
I’ve always do the steps listed here:

So, I have no idea why this isn’t working.
Any Idea?
