Language code in new page

Maybe this is standard behaviour. Is the language code supposed to be added in the permalink to the page in the default language?

Example. I am creating a page in English. The URL is just
“www.domain.com/page-in-english”

When I add the french corresponding page, the URL has the language code in it:
“www.domain.com/fr/page-in-french”

Is this normal? I thought that the language code would be forced in no matter what?

i.e. I thought the english page would have been:

“www.domain.com/en/page-in-english”
