Langauge selection dropdown menu missing from CMS?

Hi there. I’ve recently installed a fresh copy of WordPress on my server. Since this copy is intended for Hebrew language speakers I downloaded and installed the Hebrew WP pack. However, in all my previous WP websites I always had the option to revert to English when I needed to. This time around for some reason the language selection dropdown menu found in Settings -> General is missing. Is there any way to bring it back? I can switch to English if I edit wp-config.php but that’s just a roundabout way really.
