Landing Page

Currently, if I set the welcome page as the static page which has a link at the bottom to click to go into the rest of the website, it simply loops back to itself. The link is for another page and works properly if the welcome page is not set as the static page. How do I get the welcome page to connect to the other page so that it does not loop back to itself when set as the static page? The other page is currently set as the static page. I want visitors to go to the welcome page first and thereafter click to go to that next page. Mystified.
