I have just tested this on WooCommerce 2.3.8 with WordPress 4.2 and it is working 100% correctly. Here’s a screenshot.

Please update WooCommerce and WordPress and let me know if you are still experiencing this issue.

Sorry Hugh, but i have still this problem on WooCommerce 2.3.11 and WP 4.2.2.
