kml overlying layers

Is there a function or is it possible in any way that a layer list can be created, where the users of the map can turn on and off the individual layers themselves? What I am looking for is the possibility for the user to turn on or off one or more kml og shape overlying layers.
And – if possible, that the individual kml layers only can be shown from a predetermined zoom level
