Keeps saying Installation Incomplete – keeps asking for email address

I cannot complete the installation on my site.
Everytime I open the wp-admin I get a pop-up asking me “where should we send updates to” and prompting for my email address. This does not seem to get saved.
When I browser to the Wordfence options area, a banner says that “Wordfence installation is incomplete” – clicking the button opens a similar dialog box which asks for my email address.
In the console I get the error: [Error] Failed to load resource: the server responded with a status of 500 () (admin-ajax.php, line 0)
Additionally, no Wordfence options can be saved.
I have checked permissions on the wp-admin directory and admin-ajax.php file, and I have made sure to clear the cache.
