Just the first Shipping Zone shown

  • Shipping zones are defined to select the first available that matches.

    So Hungary would match both your first and your second. Which means that it will never actually hit your second. You need to remove the second zone and then add the delivery – flat rate to your first zone.

    Basically you need two zones (not three):
    – Hungary
    – Rest of World

    In the Hungary zone you need to set up two shipping methods:
    – free shipping
    – flat rate

    Now this whole shipping zones stuff clear for me.
