So, I’ve set restrictions on a couple pages as not logged in vs Logged in.
Doesn’t matter if I’m logged in or not logged in, I can see all pages.
I know this is slightly long, but here’s a 2.5 min video showing all the variations I’ve tried, the results I get, the 2 browsers + incognito…

What page/URL have you selected as the “Non-Member Action”? (ie what page should unauthorized users be redirected to?)
Your setup indicates that Non-logged in users should have access to All Pages + Home, and Logged-in users should only have access to Members pages.
I have not tested the plugin with UM, but it is likely that UM-specific pages act differently than normal pages, so the conditions behave unexpectedly.
