Not a problem – this is happening because the top nav is stuck to the top and content essentially scrolls from under it when it goes up. That’s why the heading is hidden behind the top bar.
One way to fix this is to link the anchor to a place slightly higher than the actual heading. Here is how I would modify the code. Instead of:
