    In General Settings, did you choose automatic or manual?

    In case you have done manual, you need to go to the Minify Tab. Click the Help button there and it will show the list of CSS and JS files which you can choose to minify.

    Save everything, clear page and minify caches and test again.

    There are also sometimes conflicts with other plugins can you list the plugins so I can get an idea of the problem.

    Or you can try to disable other plugins to see fi there is a conflict.
